is there any restrictions of the use of plastic boxes in a commercial building does it depend on the firing rating of the dry wall site any article which may apply

it all depends on the type of costruction.

334.10 Uses Permitted
(3) Other structures permitted to be of Types III, IV, and
V construction. Cables shall be concealed within
walls, floors, or ceilings that provide a thermal barrier
of material that has at least a 15-minute finish rating as
identified in listings of fire-rated assemblies.

I would think the type of wiring method being used would have a lot to do with what type of boxes you could use and what they are listed for.

I don't see using plastic nail on boxes with EMT, MC, Smurf Tube or the like that they would not be listed for.

Boxes have to be listed? Since when?

As far as plastic boxes and metallic wiring methods...314.3 exceptions.
