Plastic or grounding bushing on service entrance conduit for panel located in 3rd floor apartment

Hello Everyone

what's the code (article number) to proof the home inspector about plastic or grounding bushing in the panel in the condo.
Inspector is asking me to change plastic bushing to bounding bushing in the electrical panel in condominium. please help me find right article number in the NEC to answer to the inspector.
which one should I have installed in apartment?

Are you saying that there is a feeder to a condo panel has a plastic bushing and the HI wants a bonding bushing? A bonding bushing is not required.
 
Was this installation approved by the AHJ on a previous inspection? If so the HI is wrong. What section did the HI cite?
 
Unless the home inspector is also an electrical inspector he should not be citing code sections. A bonding bushing is very rarely required. You would have to know why he thinks one is required to provide a code section that says one is not required.
 
I don't think he can. It's been my experience HI's make up a lot of bogus violations to justify their jobs.

Yeah I think that it's likely that the HI is incorrect but no one knows why he called this out as a defect in the first place.
