I have taken a job over and on the job the other electrician installed a plastic yard box 17" x 30" x 14" for a long 200-amp sub-panel. The inspector said that it needed to be concrete. It is not in a traffic area but is in a walk way

314.30 is your article to look at. I would agree with your inspector if it is in the sidewalk

Are you really putting a panel underground or just splices leading to it?
It is not clear to me from your title and text.

The Plastic yard box is 17" x 30" x 17" and is being used as a splce box
