In a radiation therapy all equipment installation plates need to be grounded through a separate grounding wire as per the supplier requirements, since all metal plates are fixed on the concrete re-bars & the re-bars already bonded to the building grounding, is there any reasoning to have this separate grounding wire?

From a theoretical standpoint, maybe not. But a wire ground or EGC may still have a lower resistance than a rebar connection (which is not as good as connecting to building steel.)

But from a practical standpoint the manufacturer's instructions give you no choice unless what they require is an actual violation of code rather than just requiring something beyond the code minimum.

If the plates are just bolted to the concrete without a direct connection to rebar, then the resistance could be quite high compared to a wire connection.

The plates are already welded in rebars.

Then just connect the EGC wire provided with the power supply cables to the radiation equipment with the grounding terminals of the radiation equipment. This would meet the supplier's grounding requirements, IMO.
