Looks dumb. I've never seen anything like that for a single 6" core.

It may be just a detail spec if you choose to use a witches hat AND cut the hole in the deck before pouring, such as for temp power or whatever as apposed to coring.
Dble doesnt make sense because coring after concrete is ready is strongest, and we always just screw in the hats and cut the deck below after the pour... which we really only do in form slabs, not decking.
Again, i bet it is only IF you choose opt A.
Ask the engineer. Maybe coring is a nono.. but very odd.

That's a lot of drilling into the concrete to get the 24 screws in. Even if you use really short screws.
