Please explaing 351-9 Grounding

I have a situation where liquidtight flexible metal conduit is used. It is 2 and 1/2". There is, I assume a ground wire run on the inside (haven't verified yet, but I will). When is a equipment bonding jumber required to run the length of the flexible metal conduit? By the way this code reference is from the 1999 NEC Code Book. I can't seem to find anything in the code that says this bonding jumper should be used and in what situations it should be used. It just says where it is required then it should be installed as in accordance with 250-102.

250.118 explains the rules for the NEC, but do not forget the listings. In the UL White Book, the listing says for 1 1/2 and larger that the flex is not suitable for equipment grounding purposes, regardless of the length used.
