Many nonmetallic raceways and cables are "flame retardant", but that only means they resist catching on fire or combusting into fire. When heated or exposed to flame, they will still give off toxic smoke that can be distributed into the environmental air system.

There is no such thing as a plenum ceiling. The space you describe is an "other space used for enviromental air". See 300.22(C)
