Plenum- Painted Conduit

Per code 300.22(c)1 Is painted conduit considered as having an "overall nonmetallic covering". I have an application above a clean room ceiling that is a plenum and we are proposing to use metallic conduit that is painted to cover the metallic conduit to prevent contamination in the cleanroom area. Since other surfaces are painted in the area it would seem reasonable to paint the conduit.
 
I don't see how paint can qualify as an "overall non-metallic covering". Maybe PVC coated RMC or LFMC. But those would have issues with PVC installed in a plenum.
