I'm installing Low voltage wiring (cat 5e) in a plenum rated space. We have velcro straps that are not plenum rated. Is this a code issue or can these be used.

Are you using the velcro straps for support in the ceiling ???
You also need to make sure your cable has a CMP marking on it.
Why not use j-hooks in the ceiling and just use the velcro's on the ladder and racks to dress up the cabling ??
They have many mounting options to choose from, they are a lot easier to add cabling to in the future so you don't have to go and open every ty-wrap when you want to add something.
If the j-hooks are not an option, you can get plenum rated ty-wraps, I don't believe that the velcro's are rated for use in an air-handling space.
