I have situation where i have two family house.
One unit it is owners, second will be rental unit.
We will have to separate boiler rooms in basement .
Only owner will have access to basement.
Rental units pays for his own hot water and heat.
We supply feed for boiler from rental unit panel services.
But I'm not sure about supplying light and services Gfci receptacle inside rental unit boiler room.
Should i supply this from PLP house services panel or from rental unit services panel?(access to room have only owner)
 
The section that determines this is 210.25.

While the owner may be the only one who has access, it still comes down to which dwelling unit the boiler room is part of, or is it considered a common area. Cannot determine from details provided.
 
It is not a matter of who has or is permitted access... but more from where access is available structurally, regardless of whether the owner permits access or not.

For example, if the room is only accessible by going through the tenant's unit, it is part of the tenant's unit even if access by tenant is restricted by owner.
