Ok no jokes until you read the post.
In washington states licensed plumbers will be required to have a 4 hour class on electrical safety. This is part of a trade off that lets plumbers disconnect the power to a applilance such as a water heater, under permit and inspection.

has anyone see course material on basic electrical safety that I could use as the basis for a class?

NCCER (National Center for Construction Education and Research) has a Core Curricula with a module on Electrical Safety that might be a starting point. It's more for jobsite, but you might find it useful.
You should be able to google their website.

So if I'm an electrician in this state can I disconnect the plumbing to replace the water heater myself?

Does anyone actually believe plumbers in Washington call in an electrician to disconenct the wiring before replacing a water heater?

What about the Manafacture's instuctions,similar to," Only Qualified or Licensed Electricians should wire this equipment" I guess a 4hr Saftey class should cover that.
What trade off is there? The plumber takes the electrical work away from the Electrician! Maybe an 8hr class and they could do a service change if needed. Lastly, when one of these guys gets hurt or killed what is Washington State going to tell their New York lawyer?
