PM panels ( Double lugs with wire's stacked )

We had some new switchgear installed in the last year or so . Notice that the manufactures of electrical equipment in order to reduce their " Foot Print " are making things smaller . A lot of the bigger breakers have the double lugs . You have to first tighten the bottom wire before you can install the wire on top . This is on parallel feeds . Used to be we would re-check the torque on a lug when doing a PM . Now to check the torque of the wire on bottom you would have to remove the wire on top . This is some good size wire so it's not that simple to do . Just wondering what other people are doing ...
 
I have been taught that you never re-torque a wire connector where the bolt or screw that you are re-torquing is directly applying pressure to the conductor.
