POCO definition

I have never seen an expansion of the acronym "POCO" until today. A set of drawings I am looking at has a definitions panel, and it says:

POCO: POINT OF CHANGE OF OWNERSHIP
THE POINT WHERE OWNERSHIP OF THE ELECTRICAL FACILITIES CHANGES FROM THE INTERCONNECTION CUSTOMER TO
THE COMPANY.THE POCO MAY BE AT A UNIQUE POINT OR BE THE SAME AS THE PCC OR POI.

Is that correct? I had always thought that POCO stood for a term designating the utility. Are they maybe thinking of POCC (Point of Common Connection)?

Sounds like they are talking about what the code calls the service point. I have only seen the term POCO used to refer to the power company.

The only version I've heard/read is Power Company, the other does sound like redefining the service point... where did that definition come from? It kind of reads like it's from the utility's perspective.

sorry to hijack but....is there a "engineering" reason that solid would be spec'd or just being ?
