POCO Meter Connection Question

Greetings to all.

Currently, our main electrical service is 38kV, three phase to a 5000KVA transformer. POCO meter is connected measuring two CTs (120A to 5A) and two VTs (38kV to 120V). An opportunity arises since we want to measure the quality of the power, consumed energy, etc from the primary service.

We can connect to POCO meter using KYZ but the data that can be obtained is limited. We are thinking that maybe we can connect to the POCO meter using POCO CTs and VTs. Maybe we can connect the meters in series with the CTs and in parallel with the VTs. Can anyone have performed a connection like this before? Can this connection affect POCO measurements?
 
I cannot imagine any POCO that will let you connect equipment to their revenue metering equipment. However, I do know that some POCOs will provide some type of interposing device that will enable you to get data from their VT's.
 
I'm thinking two different approaches:

1) Connecting current from CTs in series and voltage from the VTs in parallel. This option will hava direct impact and will be an invasive solution to POCO metering equipment

2) Connecting voltage from the VTs in parallel and using two 5A torroidal CT with magnetization current low enough to measure up to the 5A from POCO CTs.

However, I do know that some POCOs will provide some type of interposing device that will enable you to get data from their VT's.

Maybe I'm missing something. I work for a utility and I connect monitoring devices to our meters all the time. I use 20 Amp metering clamp on CT's, and connect the monitor voltage leads in parallel.:-?
 
We are going to use an ION8600A meter. Currently, we have several power monitoring meters downstream our main transformer. With the system we can account the results from energy reduction project without the problems associated of using KYZ since our POCO is continuously changing the pulse multiplier. Also, we can obtain many more parameters (some Power Quality, voltage, current, etc) so we can monitor POCO service. They are still reluctant to any intervention to their meter but in the next few weeks we are going to send them our approach for their evaluation and final judgment.

But, the most ?interesting? thing is that they gave us a disclaimer stating that ?if they allow us to do the connection we can never do a claim using the data from the meter for any problem in their service?.

I think you just answered your own question. Why would you want to relieve the poco from that liability (ever). Buy your own cts, vts, or power analyzers and do whatever monitoring you want, without messing around in their equipment.
