POCO voltage standards

The Feds are not in charge, the PoCo's are. But MOST of them adhere to ANSI standard C84.1-2011, the American National Standard for Electric Power Systems and Equipment – Voltage Ratings (60 Hertz). In the West, we have EUSERC, a consortium of PoCos which has standards too, but if you read them, they are the ANSI standards anyway.

Chris: FPL has on a simple homeowner FAQ page the following statement "A voltage fluctuation is a dip or spike in the flow of electricity to your home. The state of Florida requires that utilities normally operate within a range of plus- or minus six volts (114 - 126) from standard voltage (120). Fluctuations of more than six volts may cause your lights to dim or brighten."

Don't ask me what "normally" means.

From https://www.fpl.com/reliability/power-disturbances/faq.html

That tells me our public service commission has some sort of standard. I checked on the PSC website and came up blank.
