I am new to Power over Ethernet (POE). Is a POE an Art 725 Class 2 system? If not, then what rules cover a POE?

I believe it is 725, the same as LAN wiring. I've been involved recently with a fair amount of POE, including the latest high power stuff that uses midspan supplies that are 60 watts per drop and uses all four pairs. POE is a cool technology and far more complex than first meets the eye.
