I am looking for a recommendation on a 4 port (more or less) POE switch, DIN rail, 24 VDC, to use in an industrial control panel with VOIP phones

When you say POE switch it is a bit ambiguous whether you mean one that gets its power from one of its inputs or one that sources POE to some or all of its ports. Or even just passes POE through.

Typically, in networking, a PoE switch is a switch that provides power to the connected devices. More often than not, the switch provides power to the port only if the device requests it (so you don't need to worry about plugging a PC into a PoE switch). Some switches have DIP switches to turn power on/off for each port.
