Is the point of attachment required to be below the service head for overhead services when conduit is used? Someone recently told me that only SE cables requires that the service head be above the point of attachment. When I read 230.54(C) I see something different and feel that both conduit and SE cable installations are required to be above the point of attachment. Any opinions?

230.54(C) Service Heads and Goosenecks Above Service-Drop Attachment. Service heads and goosenecks in service-entrance cables shall be located above the point of attachment of the service-drop conductors to the building or other structure.
Exception: Where it is impracticable to locate the service head or gooseneck above the point of attachment, the service head or gooseneck location shall be permitted not farther than 600 mm (24 in.) from the point of attachment.

I think your right Trevor. I was taught this as the "drip loop" clause.
If you comply with the article than can't have water running down the wire and into the cable or conduit.
Even conduit needs a drip loop.

You are correct unless the exception comes into play.
