Is a Disconnect required at a point of use HWH or instant hot water heater, As Manuf, by Eemax? If a disconnect is required can it be omittted if a breaker lock is used?

An electric water heater is an electrical appliance and needs to have a disconnecting means in accordance with Part III of Article 422.

Per 422.31 (B), I would say a breaker lock would be adequate to satisfy the disconnect requirement.
