We have a situation on a jobsite that i need your help. We have installed per the customers request, a utility meter on a pole. The meter is a 200Amp. The source to the meter enclosure is a 120/240 single phase, 3 wire service from the utility. The power leaves the meter enclosure baclk up the pole and extends aerial 50' to the customers building. At the building, the service enters a 200Amp disconnect, the to a load center. We perfomed the bonding at the disconnect/loadcenter area, my question is, does a ground rod and grounding electrode conductor need to be installed at the pole mounted meter enclsoure?
 
Assuming the POCO does not reguire the meter on the stucture and you ran triplex (no ground) from the pole to the house and there is no disconnect at the meter these are service conductors, not feeders. I say this is NEC compliant and no ground rod is required at the meter. Equipment (the meter socket) on the line side of the service disconnecting means can be grounded the the grounded service conductor.

The POCO may want a ground rod at the meter location, especially if they installed a "smart meter". Lightning plays havoc with these meters sometimes. We need all the help we can get...
