Pool and Service

Builder is fighting me and saying that as long as the service is 5 ft away from the pool I don't need to move it?
There is no clear statement regarding services other than saying overhead clearances or 10ft for receptacles?

There is nothing in the NEC other than underground conduit not related to the pool and overhead service conductors (which here we go by the POCO requirements which are less restrictive than the NEC). I've seen them where you only had the minimum 3' from the service to the edge of the coping.

I had an inspector who used to use the phrase "not low voltage, NO VOLTAGE, within 10' of the pool"
So a service within 5' of the edge of a pool is OK?
Doesn't seem right but I can't find anything that says otherwise?

I would bond it to the epb grid and be done.
