To make a long terrable strory short, I forgot to run a bond wire to the pool latter on a ABOVE ground pool. Can I splice into my solid #8 to hit the the latter and can I use a direct burial bug? Do they even make them? Thanks
 
Yes and yes. You can bug into the #8 anywhere and there are many split bolts that are made for direct burial. I think most copper split bolts are suitable for direct burial. Here is one

Yes, you can get a split bolt rated for direct burial. Ne need to cut your # 8, just lay another # 8 solid on top of it, split bolt, then carry the #8 to your ladder.
 
Have you looked at the definition of a Permanently Installed Pool ?
You may not need to worry about it.
