By default, the bonding grid will be connected to the system equipment grounding through the EGC of the equipment, such as the lug on the motor housing if it isn't a double insulated pump. Since the lug is attached to the case, so is the EGC lug inside the equipment. Could also be a salt generator, timer, heater, etc.
680.26(B)(6)(A) is talking about leaving provisions to connect to a non-insulated pump motor should an insulated motor be replaced with one. It goes on to say that if there is no other tie (equipment that has an EGC) to the equipment grounding system then you must make a connection to the EGC of the circuit for the pump. Not sure you could say that is making an extension to the panel board but definitely connects to the EGC system.
