Pool bonding

Is there a good way to bond the aluminum covers that go over the auto cover on a in ground pool?

I inspected a pool today that the case that stores the cover and drive components was made from fiberglass. Jw attached the motor lug that has a jumper to the cover so that is done, but the two aluminum panel covers have no attachment point for bonding. Is there a good way to accomplish this?
