My question is:
Why does the NEC require a pool box?.

What would you use if you didn't need a junction box? For a wet niche fixture the box is above the water level to keep the water draining out of the pool.

A pool box has a number of unique points enhancing pool safety that are not present in a standard PVC or metallic box.

It is wet-niche and operates above the low voltage contact limit.
You sure that this is "above the low voltage contact limit"? That would be rare today as almost all pool lights are low voltage today even though the code still recognizes 120 volt lights. And now that I think of it, in Miami-Dade county don't they prohibit 120 pool lights?

Wouldn't be a bad idea. We still lose a person or two a year due to bad pool lights.

I have never seen a pool light box like that one shown. The ones we see are brass..

I think the NEC graphic is purely figurative. You are correct, the one you show is the classic pool box design.
