So... drip loop only 9 feet to grade - problem 1. Service drop within 5 feet lateral of pool - is this a problem? 2 light fixtures on wall also within 5 feet - open fixtures and not GFCI. On top of this, SEC conductor insulation is cracked. I am seeing several serious hazards. Any other input would be appreciated, especially with respect to bonding and grounding.

I will be stressing the need to have a detailed assessment by a licensed electrician; I just want to learn more.

Looks like the wall sconces can be closer than 5' if they were existing but they need to be on a gfci and they need to be 5' above the maximum water level of the pool. The overhead conductors need to be 10' away and 22" high. The cracked se jacket is not so much an issue as the overhead drop. Once that is fixed the se cable will be replaced.
