Pool light junction box

Is it acceptable to use a standard pvc box to terminate low voltage pool lights in as opposed to a specific pool box with strain relief clamps for the cords?

I'm at a job where the pool builder has ran all conduits back to the j box and has a 8"x8" standard box with the conduits entering.

I questioned it and was told that all their jobs have been approved this way because there's no grounding required with the 12V system.

Am I missing an exception somewhere that allows this?

Lots of this changed in the 2020 NEC but I'm not seeing how the "grounding" or low-voltage has anything to do with the requirement. If it's receiving the conduit (metal or not) that goes luminaire (niche or no-niche), it needs to be "listed, labeled, and identified as a swimming pool junction box." The only exception is if the lights were LV things connected by cord rather than conduit.

This appears to say you need a listed pool box.

680.24 Junction Boxes and Electrical Enclosures for Transformers
or Ground-Fault Circuit Interrupters.
(A) Junction Boxes. A junction box connected to a conduit
that extends directly to a forming shell or mounting bracket of
a no-niche luminaire shall meet the requirements of this
section.
(1) Construction. The junction box shall be listed, labeled,
and identified as a swimming pool junction box and shall
comply with the following conditions:
(1) Be equipped with threaded entries or hubs or a nonmetallic
hub
(2) Be comprised of copper, brass, suitable plastic, or other
approved corrosion-resistant material
(3) Be provided with electrical continuity between every
connected metal conduit and the grounding terminals by
means of copper, brass, or other approved corrosionresistant
metal that is integral with the box

There may be no grounding requirement for the fixture or the low voltage wiring, but the code still seems to require an integral grounding terminal. Used or not.
If there is a provision for terminating metallic conduit, that needs integral grounding means even if only non-metalic conduit is actually used.
