Pool light potting compound

Wet Niche luminaire, Potting compound on #8 in the forming shell(using PVC to junction box). Is this the only place I need to use a potting compound with in the forming shell/light. Are wet Niche luminaries, and forming shells designed to allow water into the forming shell?

Here's the definition from 680.2:

Wet-Niche Luminaire (Lighting Fixture). A luminaire (lighting fixture) intended for installation in a forming shell mounted in a pool or fountain structure where the luminaire (fixture) will be completely surrounded by water.

Thank you, for your replies, I have the worse habit of second guessing myself. THe reason I asked this is because I did the potting kit, and #8 when I did the Bounding grid, and both were inspected then. This week I went ahead and installed the light, and told the builder he could fill the pool(they were driving me crazy about it. pool installer slowing whole job down). Then I started reading Art. 680.23 B 4. But I have never heard of anyone doing this, and could find any reference to this on the internet. The question about the water in the forming shell, I figured if the inspector wanted 680.23 B 4 followed I could grab my wet suit top, and pull the light, without having to drain the pool, since the wet niche is going to have water in it regardless.
But like I said I cannot find any reference to 680.23 B 4 being practiced, unless I am reading the article wrong. Again thank you for your replies.
 
The potting compound is for the inside of the wet niche housing. Not on the back. The purpose for the compound is to keep the chlorine and like chemicals from eroding the bonding conductor and connection.
