It doesn't matter _which_ is 'energized'; each is energized relative to the other. The problem is that they are not bonded together creating an equipotential system.

A separate issue is where this voltage is coming from. It could be from a fault home's electrical system (eg current leakage from a 'hot' through a fault), a break in a neutral causing energized plumbing, or it could be cause by an external source such as a bad neutral at the POCO transformer or unbalanced neutral current on the POCO primary.

Do you have any more details ? Have you cut off the main power to the house ? Or to the pool panel ? How old is the pool ? Concrete in ground or fiberglass ? Metal Hand rails ? Water bond ? Equipotential Bond ? Rebar ?

Yeah that's really bad. Very small currents can cause drowning. Better make sure everything is bonded.
