Pool panel feed from a Sub Panel

Can a pool equipment panel board be supplied but another panel board that is not the service equipment? The situation I am asking about is in a completely new building, so the exception in 680.25(B) does not apply.

I have a dwelling with a 400 amp main feed through disconnect feeding (via compliant tap) 2- 200 amp MLO panels using feeders complying with 680.25(A), then off one of those MLO panels the pool equipment panel board is feed with feeders complying with 680.25. Does this installation comply with 680.25(B)?

I am being told it does not comply because the pool equipment panel board feeder does not originate at the service equipment. Is this the most common interpretation?

I am not sure how you tap 400 amp main lugs on a 400 amp feed through disconnect and provide protection of that tap with a 200 amp main lug only panel

The panel board does not need to be supplied from the service distribution panel.

Sorry, I am not sure why I put MLO, they are main breakers. The point I think I was trying to stress was that the panels were not service equipment.

Would you say the same if there is no existing panel board?
 
You can supply pool equipment from a 100th layer sub panel if you want, what 680.25(B) requires is an insulated equipment grounding conductor be run all the way back to the service or source of a separately derived system. The rules can vary some with feeders to separate buildings (particularly with existing installations) if arrangements permitted in 250.32(B) are met.
