I believe it is to protect the cable from damage. Conduit offers more protection, however I don't believe you can sleeve the UF in conduit and be code compliant so it must be the insulated ground as well.

Actually I believe that UF has an insulated EGC since it is molded around the wire. Once you strip the cable then it is not insulated.

To the NEC NM, and UF have enclosed neutrals not insulated neutrals.

You can see the distinction in 680.21.(A)(4)


bth0mas20, did you happen to look at 680.21(A)(4) and 680.21(B)?
 
If you're looking for a flexible wiring method you can use what's called parking deck MC cable. It's a flexible, jacketed MC cable that listed for direct burial and permitted for use in pool wiring.
