Pool Pump Outlet for above ground pool, 6 foot measured at a diagonal or level?

680.22 (A) 2. I have question about how to measure the minimum 6 foot. For an above ground pool where the outlet is 1 foot above the ground and inside wall of the pool (when measured on a flat plane) is 5.5 feet away, but the inside edge of the pool at the water line up and at angle angle is over 6 feet away, does this comply?

My point is, is the purpose of this 6 foot dimension to prevent a person from leaning out of the water and reaching toward the outlet? Since this is not spelled out in the Code, is it always going to be a AHJ opinion?

A little further down the page in (A)(5) is information on how to measure this. Though it doesn't mention inside wall of pool plane vs added distance you may have down maximum water level.

I am going to guess majority of people will interpret it as meaning the inside wall of the pool plane though.
