Code allows a 120 volt 20 amp circ. to be 12 " below grade if protected by GFCI. Does that apply to a receptacle to an above ground pool pump if run in conduit with appropriate conductors?

I assume your are talking about column 4 in Table 300.5. If so you can use that for any residential branch circuit, no matter what the circuit supplies. Note that if the circuit is run within 5' of the pool wall, than 680.10 applies.
