Can i use a 30 amp gfci 2 pole on # 12 wire for a pool pump the motor is 230 volt 12 amps the motor is thermally protected? it was tripping a 20 amp on start up some times.

A 230 volt, 2 HP motor from Table 230.248 is as you've stated 12 amps. 12 * 250% {T430.52} = 30 amps

Is this a new pump? I am guessing there is some ground fault going on. Stick a regular breaker in for testing purposes and see if it trips

As Rob shows, a 30 amp is permissible. As much as I hate to mention it, a 30 amp is also not required to be GFCI, at least in the '08 Code, but if I strongly support Dennis' idea of trying a non GFCI 20 1st to assure myself it was not a GFCI type trip,
