Pool Renovation Bonding.

My customer is renovating their in ground pool. There is no existing bonding. No hand rails or ladders. What am i supposed to do about the bond ring? Do i just bond the pool equipment?
 
If they are renovating the pool then they really need to install the bonding properly, otherwise I would call a lawyer and the head of state electrical dude.
