Pool room enclosure with panel inside

I am working with a retirement facility currently nearing end of construction. Pool s up and running but not turned over yet. I am compiling a list of issues with pool equipment and one of them is a breaker box located inside the enclosed room with no stainless steel enclosure to protect from moisture.

What is NEC code for panel board located inside wet environments? There is a drainage line on the floor. Is a waterproof case required or simply suggested?

Is this room expected to be wet with any regularity? Occasional leakage when disconnecting plumbing for maintenance or repairs doesn't necessarily make it a wet location. If the room is regularly washed down that could make it a wet location.

Stainless is not required for wet locations either. It is a good option when there is corrosive agents in the area though.
