pool sub feeds in single family dwellings

In reading 680.21 it talks about types of conduits and insulated grounds.

In reading 680.21 (4) it permits using an uninsulated ground providing there is a outer sheath.

Some inspectors are making us use conduit with an insulated ground, some are not. How do you guys interpit this code.

The equipment grounding conductor must have some manner of protective coating. It can't be bare copper in contact with the surrounding atmosphere. It can be an insulated conductor. It can be an uninsulated conductor that is part of a multi-conductor cable that includes an outer jacket. In either case, there is a rubber or plastic or other material surrounding the copper EGC.
 
Two things

Firstly, your title seems to talk of a feeder. If you are talking about a feeder to a pool panel than it must be wire according to 680.25. This will not allow a new panel to be wired with an uninsulated ground.

Secondly, if you are indeed talking about a branch circuit to the pool pump for a dwelling, then you may run nm cable - uninsuated ground-- thru the dwelling. The code says covered not insulated so NM is okay in this situation. Once it leaves the house it must be in conduit with an insulated ground.
