Pool timers

Are the devices installed for pool controls that have breakers and timers in the same enclosure, considered a panelboard? The sticker on the inside says "Class CTL Distribution/Control Panel with timers". If they are considered panelboards, wouldn't they require the feeder to them to be in raceway? I have seen a couple recently that had cable run to them, they were both residential installations. I guess if they are not panelboards by definition, a cable feeder is fine.

I do not believe that a cable method is permitted in your example. OK to use EMT, IMC, RMC, RNC, and LFNMC, but not the wiring method you speak of.
