I am trying to understand this portion of the code... does this mean that the water must be bonded irrespective of being a fiberglass pool and dry niche luminares, and has no other conductive parts within the pools?

Yes. Pool water must be bonded if it is not a conductive shell.

This can be done by different means such as bonding a brass nipple inline with the water filter, they now have listed covers for the wet niche light which is in contact with the water. I would also think that a pool ladder that is bonded and in the water would be ok.
