Not if you want to comply with the NEC rules. There would be no way to prevent backfeeding the utility.
In my head I'm thinking take the normal power to the sub and have go through a two position contactor held closed by utility when the utility drops out those contacts open and close another set that would back feed a breaker in the panel interlocked off with the main so that it could only be turned on when the main is off ?
