Portable Generator Back Feed

This is my question I have, it’s about portable generators for residential.
The Meter/Disconnect panel has space to add circuits, & a customer wants a portable generator. Is it possible to add the circuit to the outside main panel, add the correct breaker lock, would it still travel through to the sub panel inside the home and be able to turn on any breaker in the sub panel also with the main breaker off.

That is acceptable. The generator interlock devices that I have seen require you to put the generator backfeed breaker in the top right. This makes it impossible to have your main and the generator breaker on at the same time. The rest is up to you to not overload your generator.
