portable generator

During a power outage, I have a portable Honda generator, 6500 watt, plugged in using a circuit breaker interface to keep it safe and legal. Using a four prong plug, hot/hot/neutral/ground. The generator breaker pops immediately, even with all breakers in the panel flipped off. I disconnected the ground wire in the plug, and it runs perfectly, generator circuit breaker stays on. Is this expected, or ill advised for any reason? The house, obviously, is grounded, so it seems no hazard. Am I missing something? And why would this be?
