If he is supplying a panel from the generator main breaker this generator will be a Separately Derived System means of grounding is needed and the bonding jumper.If the panel is cord and plug connected there is no requirement for extra groundThere is no grounding on a portable generator. See 250.34
If you are supplying a panel, there is no question that you are supplying a premises wiring system. It is very likely that the voltage of this system would fall within 250.20(B) and require the system to be a grounded system. That will require a grounding electrode and a main bonding jumper. The fact that it is a cord and plug connected panel does not change this.
Assuming it has such a bond...some just use a floated neutral. You have to look at the instruction manual to know as even within the same brand there are portable units with a bond and others without.I agree with you and add that this would also require the bond to be lifted at the generator frame which would need to be reinstalled if the generator was used for anything except supplying the building.
