2. The generator is intended to be connected through a permanently installed Listed transfer switch that switches all conductors other than the equipment grounding conductor.

Interesting. A portable generator has to be installed with TS that switches the neutral.

How common is that?

Actually not very common here. The places where we see provisions for portable gensets such as cell sites have solid neutral manual XFR switches. On the other hand these are going to be probably larger than 15kW gensets.
