All the electrical info on the truck compressor is 208v RLA is 16.4. So 125% of that puts me at 20.5amps, so under the 75 degree column I can use #12, my question is can I install a L 6-30 receptacle and plug because it's portable and top it off by using a 30 amp breaker?
 
I think you can.

I would stick with 10 AWG and a 30 amp breaker.

I was thinking I could but the #12 going to the L6-30 receptacle made me think twice. But on the other hand if it's legal by the nec then I'm good. Just wanted other opinions, thanks.
 
Breaker could easily be 45 or 50 maybe even 60 amps to allow motor to start, 12AWG is still minimum size conductor

Your flexible cord however likely needs to be 10AWG if it is three phase check out table 400.5(A)(1). single phase 12 AWG cord is likely ok.

I agree. One question though that I'm not clear on is when we introduce a receptacle into the circuit and use art 430 rules for SC/GF protection, what allows us to do that given the amp rating of the receptacle? Of course this is common practice, but it does not seem to be allowed by 210.21. Help me understand as I see this alot and have done installs like this many times.

430.42(C) Cord-and-Plug-Connected. Where a motor is connected
to a branch circuit by means of an attachment plug and
a receptacle or a cord connector, and individual overload protection
is omitted as provided in 430.42(A), the rating of the
attachment plug and receptacle or cord connector shall not
exceed 15 amperes at 125 volts or 250 volts. Where individual
overload protection is required as provided in 430.42(B) for a
motor or motor-operated appliance that is attached to the
branch circuit through an attachment plug and a receptacle or
a cord connector, the overload device shall be an integral part
of the motor or of the appliance. The rating of the attachment
plug and receptacle or the cord connector shall determine the
rating of the circuit to which the motor may be connected, as
provided in 210.21(B).
 
How about 430.109(F)

If you use NEC Plus there is a UL link after that section - here is part of what is at that link (I believe it is from UL white pages)
