Do you know if the code addresses handwriting information (i.e. designation, test date, ...) on the front of a low or medium voltage circuit breaker? Is it acceptable?

There is no specific prohibition.
I would ask two questions. First, is the ?field applied? marking accurate? Second, would the method of marking interfere with the operation of the equipment? Something like a slip of paper that might fall into the equipment's operating mechanism.
If the answer is ?no? to the first question you would have a potential OSHA ?Process Safety Management (PSM)? violation. A ?yes? to the second would be a PSM violation as well as a NEC Section 110-3(B) violation.
If the marking is accurate and doesn?t interfere with the equipment?s operation, its fine.
