I had a Campbell, CA inspector ask me if the ground rod I installed for a 200A new service for a home measured less than 25 ohms to ground (or whatever it is), as required in the code.
I responded, "honesty, I don't know how to test it. Show me how and I will"
He stated, "I don't know, you're the electrical contractor"
I made a few phone calls, and found that the tool that measures this is several hundred dollars. To make a long story short, I was able to install an additional ground rod, which made the measurement not a requirement by code.
