Potential Surge problem

I was at a school where they are having problems where the T-12 lamps in an area are exploding. I know it is time to upgrade to T-8's. They have the lighting on a dimming panel. I have talked to people who have been in the lighting industry for quite some time, and they said usually the ballast will rupture from a surge(not lamps exploding). The voltage was checked at different intervals, and it is correct. I have suggested putting a power quality meter on the system to see what is going on. Have you heard of lamps exploding like this? The IT department has said that they are having surge hits on their computers.
 
I am guessing it is a bunch of different lamps that have light bulbs exploding? Could be that the balasts are not regulating the voltage well. How long has this been happening?

A PQ analyzer would give you some good information over time. I would probably set it at the panel feeding the lights if possible. What make the IT guys so sure they are getting a surge? Do they have UPS's that are beeping? If so, those beeps could be due to a number of different causes.

This has been going on for 2 weeks. I told them they need to check everything on their end, and if everything checks out, then they need to call the power company. The IT people heard the beeps from the UPS's.

Are the UPS beeps the only thing IT has detected?
