is there such a thing as a potential between the neutral and the ground?(water pipe,ground rods)Is there a balance thats needed between these two(ground and grounded)in order for the service to opperate effectively.Im told that if i had no ground at all either to the ground rod or water pipe the system will act funny.Is this true? is it important or not,why all the debate?havent we figured this out already? thanks

No, the service will operate just fine with no connection to the earth.

I do not know what you mean by funny.

In my opinion the primary reason for connecting the neutral to the earth is protection of the premises wiring from lightning or high voltage imposed on it from a power company fault.
