Potentially dangerous situation

We are replacing 2 by 4 trouffers with energy efficient trouffers.With the switch off,one of my guys got zapped taking apart the nuetral at the ballast. After investigating,we found a situation at a 2 by 4 with an emergency ballst.* There are 2 two wires going into the fixture.* One 2 wire is wired to the normal ballast.* The other 2 wire has the black wired to the black on the emergancy ballast.* The white wire is capped off. The white wire on the emergency ballast is wired the the white wire on the normal ballast.* There is he problem.* Am I wrong in telling the owner it is wired incorrectly and is dangerous.* He wants to see it in the code. I can't seem to find it in the code.Help PleaseThanks

You probably need to have a lock out tag out program.

The emergency ballast needs a hot at all times... I am sure the black wire is the same ciruit as the normal ballast black wire but, it's ahead of the switch. I don't see a problem. Be sure to install disconnects on your new ballasts. And I agree.. why are you working them hot? Lock out tag out.

I see no reason for the emergency ballast's white wire to be attached to the normal ballast's white supply wire.

The white was there, and should have been used instead of capped. They could have just use 3-conductor cables.

I can only guess that the emergency white that is capped might not be connected at the switch location?? maybe a problem of two many wires under a wire nut??? who knows?
